The study we undertook on behalf of the AREV was conducted over a very short period of time. A lot of information was late coming to us, and the available data for certain countries was more difficult to access, or it took longer than we originally estimated to check and analyse the data.

The intensity of the ongoing debates and discussions at all levels, as well as the deadlines for legislative procedures, led us to quickly publish our research in its existing state. This additional publication, Volume 2 of our study, presents three further case studies: Italy, Germany and Hungary.

Volume 2 does not invalidate the conclusions of Volume 1 in any way and, naturally, much of the data analysed here also contributed to the reflections contained in the previous publication.
