RESOLUTION ON THE 2020 CAP REFORM

 

Given the socioeconomic importance of the sector and the potential consequences of the forthcoming reform of the CAP for our future,  

Given the loss, in 2009, of the specific CMO for wine, its integration into the single CMO and the tendency to want to apply identical regulations to all types of agricultural production, 

Given the choices that have been made by the sector to mobilize European support in favor of an active investment policy (vineyards, wine cellars, promotion/export) and the results of this policy,      

Given that the currently available tools are inadequate to deal with the climatic, economic and sanitarian variations,                 

Given that the impending reform of the CAP is also aimed at better meeting societal expectations (the environment, climate change, battle against new diseases),                      

 

The Assembly of European Wine-producing Regions (AREV) requests that the European Commission undertake an impact study to understand, sector by sector, the potential consequences of its proposals and to embark upon close collaboration with the European winemaking professionals and regions,                                      

Underlines the unique role of viticulture and will ensure that the specific regulations that apply to the sector are maintained (regulation, quality policy, labeling, organization of the sector etc.),   

Asks the Commission to guarantee the longevity of the national assistance programs with a reinforced budget for after 2020, independently of the budgetary impact of Brexit,       

Reminds that it has been supporting the creation of a “European wine sector observatory” for many years,         

Advocates access for viticulture business to risk management tools; in particular in the light of climate change and its consequences and calls on the Council and the Commission to support the position of the European Parliament aiming to improve the attractiveness of the Crop insurance scheme,

Requests an increase in the funds allocated to research, In order to fight vines’ diseases, particularly wood diseases.
